Enid Police Department detectives arrested two people Friday as part of the investigation of the sexual abuse of a 14-year-old girl. 37 year-old Justin Raye Williams was arrested on 10 complaints of lewd molestation and complaints of forcible oral sodomy, threatening to perform an act of violence and rape by instrumentation He was booked into Garfield County Detention Facility. Police also arrested 32-year-old Falen Rene Payne on a complaint of enabling child sexual abuse. According to police, the 14-year-old girl made disclosures to friends, whose parents then contacted police on Sept. 8 and reported what the girl said. During an interview Friday, Williams reportedly admitted to touching the girl inappropriately eight to 10 times. Williams also admitted during the interview he threatened to kill Payne if she told anyone about the abuse. The investigation is ongoing.

CC)--The Enid Mayor and Board of Commissioners will meet tonight. According to the agenda commissioners will go into closed executive session to discuss potential litigation surrounding downtown improvements and the “The One” Christmas tree. With commissioner approval, the city has funded around $115,000 in infrastructure improvements to Park, which are mostly complete. The city also will cover the electric bill for the tree lights after installing power lines in a nearby utility easement. Last week, the Freedom From Religion Foundation sent a letter to commissioners and the mayor requesting public infrastructure work and any promotion or endorsement of The One event cease immediately. Commissioners will return to regular open session to vote to take any necessary action. In other business, the commission will address a number of regular business items. Prior to the regular meeting, commissioners will meet in study session at 5:00 p.m. The regular meeting will begin at 6:30. Both meetings will be held in Council Chambers of the City Administration Building and are open to the public.

AS)--Enid police are requesting the public’s help in identifying a man suspected of committing arson while being caught on surveillance video Friday afternoon. Enid Police said the man was caught on camera at 4:50 Friday afternoon setting fire to a dumpster in the alleyway behind 129 E. Broadway. Another fire was set 10 minutes later several blocks away. The fire was reported at 5:08 p.m. at 602 W. Maine, according to EPD, but it is unknown who may have set this fire. Anyone who can identify him or who has knowledge of his whereabouts is asked to call (580) 242-7000, message EPD on Facebook, or contact Garfield County Crimestoppers.

CV)—The Oklahoma State Department of Health late this morning reported 34 newly-confirmed virus deaths and 1,029 new COVID-19 cases since Monday across the state. Health officials reported that there are 18,742 total active cases and that the recent 3-day average hospitalizations stand at 1,352. According to the health department, today’s 7-day rolling average for the number of new cases is 2,114.

There have been 8805 positive COVID-19 cases, and 146 deaths in Garfield County. 7776 of those cases and 135 deaths have been in Enid. In surrounding counties: Kingfisher County has reported 2395 cases, Alfalfa 1232, Blaine County is at 1298 cases, Major 1100, and Grant 647.
